About Us

The Land Surveyors’ Association of Washington Foundation was formed to provide a means whereby people interested in advancing the profession could work together to provide financial assistance to deserving students, educators and others who work to enhance the standing of the profession in Washington State. Formed in 2007 at the LSAW Annual Conference in Spokane, the Foundation has since attained IRS 501(c)3 non-profit status.

The Foundation is currently governed by a ten-member Board of Directors. It holds an annual membership meeting each Spring during the Annual LSAW State Conference, as well as periodic Board meetings. FOUNDATION DIRECTORS

  • Chair, Rich Waltrip, PLS (2007 - Current)

    received a B.S. in Geology from the University of Missouri in 1978 and completed several surveying courses at various colleges in subsequent years. He is licensed in Washington, Idaho, Montana, Missouri and Nevada. He believes in the increasing importance of higher education for personal development, as well its benefit to the profession. He has been an active member of LSAW since moving to Spokane, Washington in 1999, and is a past president and trustee of the Inland Empire Chapter. Rich is a founding member of the LSAW Foundation, serving as a Director since its inception in 2007. He served as Foundation Scholarship Committee Chair from 2013 through 2019. Besides working for a living, he enjoys camping, hiking and playing music.

  • Vice-Chair and Scholarship Chair, John Thomas (Tom) Brewster, PLS (2013 - Current)

    was born and raised in Bellingham, Washington. He enrolled in Bellingham Technical College’s surveying program in 1988, after realizing that his B.A. in Philosophy from Washington University in St. Louis was not going to pay the bills effectively. Starting work as a survey technician in early 1990, he moved to Wilson Engineering in 1994, becoming their principal GPS and Hydrographic Technician. In 2001 he sat for and passed the LSIT exam and received his professional license in 2007. He served on the Technical Advisory Board for the Surveying and Civil Engineering programs at Bellingham Technical College for twelve years and took a leave of absence to teach there for a full year. As an instructor, he saw the impact that even a relatively small scholarship can have on a student’s ability to perform and succeed. He sees his service on the Foundation Board as an opportunity to re-engage with surveying students, and perhaps help to “spread the word” about the scholarships the Foundation administers. Tom joined the Board in 2013.

  • Director, Greg Brooks, PLS (2015 - Current)

    Greg Brooks, PLS #44627 (2008) is a graduate of California State Polytechnic University, Pomona, where he received his BS in Civil Engineering/Surveying. Greg has served as the Chairman for the George F. Walker Memorial Scholarship Golf Tournament, organizing that annual event since 2007, and has been on the Board of Director’s for the Walker Scholarship Committee since 2014. Greg has been actively involved with LSAW since moving to Washington in 1998, serving different officer positions for both the North Puget Sound and Snohomish Chapters. Greg was recognized as the LSAW Associate Surveyor of the Year for 2005, and honored as the LSAW Outstanding Surveyor of the Year for 2022. Greg currently works as a Senior Civil Engineering Specialist (aka Surveyor) with Seattle Public Utilities, starting there in 2015, after 17 years in the private sector with CH2M HILL in Bellevue, WA.

  • Secretary, Erynn Sullivan (2016 - Current)

    Erynn graduated with an Associate’s degree in Land Surveying from Renton Technical College in 2010, a recipient of several generous scholarships provided by the Washington surveying community. She then earned a Bachelor’s degree in Environmental Science from Huxley College, with the goal of delineating and mapping wetlands and streams. Erynn has served LSAW as secretary for the Snohomish Chapter, and as a member of the Annual Conference committee. In 2011, the Snohomish Chapter honored Erynn with the nomination for Associate of the Year, where she received the award at the annual LSAW Conference. Erynn also served on the first all-female Executive Committee of any LSAW chapter. Erynn was a member of the summit team on the 2010 Mt. Rainier resurvey, sponsored by LSAW, and has given short lectures on the intersection of surveying and environmental consulting.

  • Treasurer, Darin Deehr (2017 - Current)

    Darin has been active in the survey industry since 2010. Darin worked as a survey draftsman/survey tech in the private sector for five years, and currently works for the WA State Department of Natural Resources as the Aquatic Research Specialist in the Engineering Division, Title and Records Office. Darin is a member of the LSAW SW Chapter where he has previously served as secretary and has been serving on the Board of Directors for the LSAW Foundation since 2017.

  • Director, Kevin Carlascio, PLS, RP (2019 - Current)

    Kevin Carlascio is a professional land surveyor with the Washington State Department of Transportation whose career was inspired by a PBS NOVA documentary on the Central Artery Tunnel Project. Since entering the profession in 2004, he has contributed to major transportation projects, led statewide survey and mapping efforts for federal fish passage compliance, delivered hundreds of bathymetric and topographic mapping products, taught land surveying at Yakima Valley College since 2009, served in leadership roles with the Land Surveyors Association of Washington where he was named Associate of the Year in 2018, and in 2023 opened a private land surveying firm with his son, Dominick.

  • Director, Thomas S. Barger, Jr., PLS (2019 - Current)

    Thomas S. Barger, Jr., PLS #35144 (1998) is the Chief Surveyor for Seattle Parks and Recreation, with over 40 years of surveying field and office experience throughout the Pacific Northwest and the Lower Hudson Valley of New York state. Tom has been a member of LSAW since 1993, leading the North Puget Sound Chapter as president, secretary and director, and serving LSAW at the state level by chairing the NSRS Task Force, and as the Liaison to both the DNR Survey Advisory Board and the WA BORPELS - Tom was also recognized as the 2018 LSAW Surveyor of the Year. Tom’s support for education includes volunteer work with CORSE, the TwiST program, Future City, “Get Kids into Surveying” and “Mini-Mapmakers”.

  • Director, Jeff Lynch, PLS (2023 - Current)

    Jeff started his survey career in 1995 and spent his early years working his way up from rodman, to party chief, and finally to project manager in the private sector. Soon he decided it was time to finish his AA degree and get licensed, and after becoming both a college graduate and a Licensed Land Surveyor, Jeff went on to work for the City of Vancouver. Jeff continues to volunteer and advocate for support of the survey program that he completed, by serving as an active member of the Clark College Survey Advisory board. In 2011 he was elected to serve as a Director for the Lower Columbia LSAW chapter, where after several terms as President and Vice-President of his local chapter, Jeff was elected to serve on the LSAW Executive Committee. He began that service in 2019, which was highlighted by his term as LSAW State President for 2021. Jeff was not done with his service yet, as he graciously joined the LSAW Foundation Board as a Director in 2023.

  • Director, Joshua Cheatham, PE (2024 - Current)

    Joshua Cheatham is a Pacific Northwest local who grew up in the Seattle area, attending Evergreen High School in White Center.  He is a graduate of Washington State University, where he earned his degree in Civil Engineering.

    Joshua has over 25 years of experience in the civil engineering field, and in 2022, he acquired ownership of Furtado and Associates.  Furtado is a Seattle-based civil engineering firm with over 60 professionals that specializes in land surveying, right-of-way engineering, civil engineering and construction management. The company’s clients include Sound Transit, the City of Seattle, King County, WSDOT, the Port of Seattle, and other local agencies, as well as numerous architectural and engineering firms.

    Joshua leads the company with 3 core values that he believes transcend all - Respecting those he interacts with, Striving for excellence in his vocation and Advocating for community.

    His dedication to his education and career path changed not only his own life, but also the trajectory of those closest to him. Joshua hopes to support others in achieving their educational and career goals by sharing his story and offering glimpses into his own journey, helping young people discover the many opportunities within the infrastructure industry.

  • Director, Sean Douthett, PLS (2025 - Current)

    Sean Douthett is a Washington-licensed professional land surveyor with more than 35 years of experience, including more than three decades with David Evans and Associates, Inc., where he serves as Puget Sound Region Survey Manager. His professional work spans boundary, topographic, hydrographic, and control surveying in support of transportation, shoreline, and environmental projects throughout Washington. Sean is an advocate for advancing the land surveying profession through mentorship, innovation, and education. He has played a key role in the development and application of modern surveying technologies, including GPS, LiDAR, and 3D data integration, and brings a strong commitment to professional standards, accuracy, and quality. Through his involvement with the Land Surveyors’ Association of Washington Foundation, Sean supports the Foundation’s mission to strengthen the profession by investing in students, educators, and future surveyors across Washington State.
